Jira Configuration Expert & Agile Standards Lead

T-Rex Solutions is seeking a highly capable Jira Configuration Expert and Agile Standards Lead to drive execution excellence across JOMIS modern products. This role is central to establishing and scaling Agile best practices while ensuring Jira operates as an enterprise-grade system of record for delivery.

This position blends platform engineering with Agile enablement. The ideal candidate will translate Agile principles into structured, repeatable processes within Jira, while also leading process standardization, coaching teams, and driving accountability across both contractor and government stakeholders.

Responsibilities

Agile Standards & Process Leadership

Define and implement Agile standards, playbooks, and best practices across teams
Translate Agile frameworks into Jira configurations, workflows, and governance models
Develop Agile artifacts (definitions of done, backlog standards, PI planning structures)
Partner with leadership to align on Agile expectations and improve delivery practices
Identify gaps in Agile adoption and drive corrective actions
Support PI Planning, retrospectives, and continuous improvement initiatives

Jira Configuration & Platform Ownership

Serve as the primary Jira configuration expert (workflows, dashboards, permissions, governance)
Design scalable Jira structures (projects, boards, roadmaps)
Build advanced dashboards and reporting systems for real-time visibility
Develop automation solutions using JQL and Jira Automation tools
Ensure data integrity, board hygiene, and alignment with Agile standards

Execution Visibility & Reporting

Create dashboards and reports to communicate progress, risks, and dependencies
Ensure high-quality Jira data to support leadership decision-making

Governance & Continuous Improvement

Establish and enforce Jira governance, permissions, and configuration standards
Document processes and configurations for scalability and continuity
Drive continuous improvement of Agile practices and Jira capabilities

Requirements

Proven experience defining and implementing Agile standards across multiple teams
Strong experience operationalizing Agile practices within Jira
Hands-on expertise with Jira configuration, workflows, JQL, and automation tools
Experience with tools such as ScriptRunner, Jira Automation, APIs, bulk updates/uploads
Ability to build executive-level dashboards and reporting frameworks
Strong multitasking and prioritization skills
Excellent stakeholder management across leadership, engineering, and government teams
U.S. Citizenship with ability to obtain/maintain CAC

Desired Skills

Experience with DHMS, DHA, or similar federal programs

Salary range: $100,000 - $130,000 annually
